Nehemiah 2:9-10 King James Version (KJV)
9 Then I came to the governors beyond the river, and gave them the king's letters. Now the king had sent captains of the army and horsemen with me.
10 When Sanballat the Horonite, and Tobiah the servant, the Ammonite, heard of it, it grieved them exceedingly that there was come a man to seek the welfare of the children of Israel.

10 When Sanballat, the Horonite, and Tobiah, the slave, the Ammonite, heard of it, it grieved them exceedingly that there was come a man to seek the welfare of the sons of Israel.

These are my thoughts, please share yours.
9 These are those ruling in the Persian Empire. The king was the final authority in that empire but for those of the faith they listened to the king but their final authority was the Lord as He should be ours as well. The sent these letters to show and make sure that no one stopped it for them to try meant treason but the army was to make sure the workers did the work. This shows that the Lord influenced the king to fully back the rebuilding.
10 The Ammonites were living near the land of Israel and if Israel stays in exile they have more land to use and don’t have to share it but it was Israel that shared the land with them because the Lord gave it to them. The Ammonites remaining where they were it is possible that they were not taking into exile as Israel but the army would prevent them from being a problem because the land the rebuilding was done was under Persian rule.
