1 Chronicles 21:9-13 King James Version (KJV)
9 And the LORD spake unto Gad, David's seer, saying,
10 Go and tell David, saying, Thus saith the LORD, I offer thee three things: choose thee one of them, that I may do it unto thee.
11 So Gad came to David, and said unto him, Thus saith the LORD, Choose thee
12 Either three years' famine; or three months to be destroyed before thy foes, while that the sword of thine enemies overtaketh thee; or else three days the sword of the LORD, even the pestilence, in the land, and the angel of the LORD destroying throughout all the coasts of Israel. Now therefore advise thyself what word I shall bring again to him that sent me.
13 And David said unto Gad, I am in a great strait: let me fall now into the hand of the LORD; for very great are his mercies: but let me not fall into the hand of man.

10 `Go, and thou hast spoken unto David, saying, Thus said Jehovah, Three -- I am stretching out unto thee; choose for thee one of these, and I do [it] to thee.'
11 And Gad cometh in unto David, and saith to him, `Thus said Jehovah, Take for thee --
12 either for three years -- famine, or three months to be consumed from the face of thine adversaries, even the sword of thine enemies to overtake, or three days the sword of Jehovah, even pestilence in the land, and a messenger of Jehovah destroying in all the border of Israel; and now, see; what word do I return to Him who is sending me?'
13 And David saith unto Gad, `I am greatly distressed, let me fall, I pray thee, into the hand of Jehovah, for very many [are] His mercies, and into the hand of man let me not fall.'

9 Gad was a prophet that was used to tell David what he needed to hear from God, David was willing to listen to God and wanted to hear from God this is why he had his own prophet of the Lord.
10 This was David choosing his punishment for his lack of faith. David was a man who often seeked the Lord and would do what was best for everyone as a whole and not just what was easiest for him, this itself could have been God testing David.
11 God sometimes lets us choose things ourselves sometimes He lets us decide this does not mean we are outside His will, He wont give us a chose that allows us to run from Him or His will but will let us sometimes decide once we are in His will, sometimes we have more then one door open and because He can use us in both places to serve Him He lets us decide which one we go thru.
12 Famine was common and something that the people could handle because of it happening often but three years without food growing would cause problems. Three months with the enemy overtaking them could result in them not regaining their land and cause them to lose faith in God. Three days of God’s judgment a short period but how could they outlast God’s wrath.
13 David decides that he is better off having the Lord deal with him for three days then to have man deal with him, this shows that the lack of faith he displayed to God was gone and now he was showing faith again.
